The Constitution of the East Turkistan Republic is the supreme law governing the functions of the ETGE. It was drafted by the original members of the East Turkistan Government-in-Exile and referred to the East Turkistan Parliament-in-Exile for approval. The parliament, in turn, adopted the Constitution on November 22, 2004.

Based on the spirit of the UN Universal Declaration of Human Rights, the Constitution guarantees to all East Turkistanis equality before the law and enjoyment of rights and freedom and provides for a clear separation of power among the three organs of the administration: judiciary, legislature and executive.

Over the years, the Constitution was amended on a regular basis. The Constitution was updated and ratified by the Parliament at a Special Session in Washington, DC on April 20, 2019.
