East Turkistanis Condemn Analyses That Amplify China and Its Proxies’ Propaganda

The East Turkistan Government-in-Exile unequivocally condemns and rejects the so-called analyses published by the Atlantic Council (September 30) and The Diplomat (October 1), which falsely conflate East Turkistan’s lawful national independence movement with groups such as the so-called Turkistan Islamic Party (TIP/ETIP), Al-Qaeda, and ISIS.

TIP/ETIP is a Chinese intelligence-created false-flag organization, designed to discredit the East Turkistani independence movement, manipulate Uyghurs to die as cannon fodder in proxy conflicts, and provide Beijing with a pretext to justify its occupation, colonization, and systematic genocide in East Turkistan.

These analyses amplify China’s long-standing information warfare, psyops, and intelligence operations, reinforcing narratives that demonize our people while obscuring the legitimacy of our lawful struggle for decolonization and restoration of East Turkistan’s independence and sovereignty.

Historical evidence shows that TIP/ETIP was created in Pakistan in late 1997 by Chinese intelligence in response to the resurgence of East Turkistani national resistance after the fall of the Soviet Union. It was intended to brand our lawful national struggle as “terrorism” and block international support for our cause. Since its inception in Pakistan, China’s all-weather ally, TIP/ETIP has been used to project a false narrative of “Uyghur terrorism” and link our movement to global terrorism and jihadist groups, including Al-Qaeda and more recently ISIS.

The East Turkistani people categorically reject these organizations and their ideology. Our struggle is not religiously motivated and does not seek an “Islamic caliphate.” It is an anti-colonial, lawful national liberation movement, grounded in the right of peoples to resist colonial domination under international law.

Claims that “Uyghur jihadists” threaten South or Central Asian states are false. Our only conflict is with Chinese occupation forces, which continue colonization, genocide, and occupation of East Turkistan and its peoples.

China’s propaganda, proxies, and intelligence operations threaten not only East Turkistan but the security and sovereignty of Central Asia, South Asia, and the broader Indo-Pacific and Eurasian region. Governments must recognize these manufactured threats and support East Turkistan’s legitimate national liberation movement.

The East Turkistan Government-in-Exile calls on the international community to support justice and accountability for China’s crimes against humanity and genocide by supporting East Turkistan’s legal complaint at the International Criminal Court (ICC) and exposing China’s information warfare, psyops, and proxy operations.

The people of East Turkistan remain committed to restoring our nation’s independence, upholding the rights and dignity of all citizens, and protecting our people under international law. East Turkistan poses no threat to global or regional security, and our struggle fully aligns with international norms and national self-determination.
